Philippines is one of the world's worst armies in the world according to wearethemighty.com an entertainment and lifestyle brand for and by the military

"The President of the Philippines vowed to upgrade the country’s aging Navy and Air Force to the tune of $1.7 billion, the Philippine Congress passed a bill appropriating $2 billion for the effort and … that’s it. Despite the Chinese military buildup in the region, with aggressive moves by the Chinese to claim areas and build islands close to the Philippines, the Philippines’ Naval and Air Forces are still nearly 60 years old and its ships are old U.S. Coast Guard cutters." - the article read.

According to Reuters, Major-General Raul de Rosario, military chief of plans, unveiled that 998 billion pesos ($22.11 billion) has been approved by the government until 2028. That approval was based on plans and funding amounts articulated in the Armed Forces Modernization Act initiated in 2013 and had been pending for the past two years. - source thediplomat

The plan will divide the military modernization into three phase. the first from now till 2017; the second from 2018 to 2023; and the third from 2024 to 2028.

The USA still tops the no 1 spot for the worlds most powerful armies, most well-equiped and best trained military force.  Follow by Russia and at third spot is China.
